The Study on Flood Control and Water Management in Limboto-Bolango-Bone Basin, North Sulawesi

On February 22, 2001, the Director General of Water Resouces, Ministry of Settlement and Regional Infrastructure of the Republic of Indonesia, and the Leader of the JICA Preparatory Study Team signed an agreement on the Scope of Works for the Study on Flood Control and Water Management in Limboto - Bolango - Bone Basin, North Sulawesi, based on the proposal from the Government of Indonesia to overcome the flood problems in Gorontalo area North Sulawesi.


The outline of the Project :

1 OBJECTIVES OF THE STUDY

  1. to formulate a master plan on sustainable flood control and water management in Limboto-Bolango-Bone Basin, Gorontalo, North Sulawesi,
  2. to conduct a feasibility study on the priority projects,
  3. to transfer technology to related counterpart personnel of the study.

Limboto-Bolango-Bone Basin in Gorontalo, North Sulawesi.

3 SCOPE OF THE STUDY
Phase I Formulation of Master Plan
(First Stage)Collection and analysis of existing data and information
    1. Collection and analysis of existing data and information
    2. Assessment of existing flood protection plan
    3. Field reconnaissance
    4. Field survey and investigation
    5. Examination and analysis
(Second Stage)
6. Formulation of planning framework
7. Establishment of basic policies of Master Plan
8. Formulation of master plan
9. Human resources training and development
10. Operation and management plan
11. Cost estimation
12. Initial Environmental Examination
13. Evaluation of master plan
14. Selection of priority project(s)

Phase II Feasibility Study on the priority project(s)
  1. Supplementary data collection and field survey
  2. Facility plan
  3. Construction plan
  4. Organization for operation and maintenance plan including institutional framework
  5. Human resources development
  6. Cost estimation
  7. Environmental Impact Assessment (EIA)
  8. Project evaluation
  9. Project implementation plan
4 SCHEDULE OF THE STUDY
The Study will start in the middle of year 2001 tentatively for a period of 16 (sixteen) months.


5 IMPLEMENTATION OF THE STUDY
The Study will be conducted by a Japanese consultant team which will be selected by JICA Headquarters based on the Scope of Works' agreement, in cooperation with Indonesian counterpart personnel who will be appointed by the Government.
